Operation SMART - Making Referrals
As an integral team effort in helping meet the Army’s recruiting mission, the Sergeant Major of the Army has organized Operation SMART (Sergeant Major of the Army Recruiting Team). This program provides a certificate and coin from the Sergeant Major of the Army for any referral of a potential applicant, which then results in an enlistment in the Regular Army or the Army Reserve.
At the end of each fiscal year, the individual with the best record of referrals and resulting enlistment’s will be invited, along with their unit support officers to the Annual Chief of Staff of the Army, Recruiter of Excellence Award Ceremony in Washington, DC. They will be personally recognized for their achievement.
Operation SMART Information:
HQ USAREC has developed a tracking system for all referrals provided by soldiers and civilians on all Army installations and in all Reserve units. A soldier or civilian making a referral will complete the “Referral Form” on the Sergeant Major of the Army Recruiting Team (SMART) web site which can be found at https://www.usarec.army.mil/smart/. When Internet access is not available, the referrals can be submitted directly to the SMART manager at the toll free number 1-800-223-3735 ext. 6-1281.
Upon receiving the referral at HQ USAREC, the SMART Manager will update the SMART database and forward the “Lead” to the nearest Recruiting Station. The Recruiting Station Commander is responsible for contacting the referred individual. The Station Commander is required to notify the SMART Manager with the status of the individual referred (enlisted, unqualified, not interested, etc).
The SMART Manager will update the database as status changes. Awards will be processed when enlistment has been verified. The SMART manager will notify the referring soldier or civilian, their Chain of Command, the USAREC Command Sergeant Major, and the Sergeant Major of the Army.
