2. PSB / MPD / SOLDIER / COMMAND IS DIRECTED TO COMPLY WITH THE BELOW PREREQUISITES / REQUIREMENTS PERTAINING TO SOLDIERS SELECTED/ACTIVATED FOR ATTENDANCE TO U.S. ARMY SERGEANTS MAJOR COURSE (USASMC) PRIOR TO CLEARING SOLDIER FOR PCS TO FT BLISS.

3. POLICY:

A. THIS ANNOUNCEMENT CONTAINS PREREQUISITE REQUIREMENTS/ INSTRUCTIONS REGARDING SOLDIERS WHO ARE U.S. ARMY SERGEANT MAJOR COURSE SELECTS (USASMC) MSG, MSG(P), SGM AND CSM ACTIVATED/SCHEDULED TO ATTEND USASMC CLASS 57 (AUG 06). CLOSE ATTENTION MUST BE GIVEN TO SPECIFIC ELIGIBILITY REQUIREMENTS AND PREREQUISITE REQUIREMENTS CONTAINED IN THE MESSAGE.

B. SINCE ATTENDANCE TO THE RESIDENT USASMC IS IN A PCS STATUS, SOLDIERS SELECTED/ACTIVATED MUST ATTEND OR IF ELIGIBLE FOR RETIREMENT IAW REF G ABOVE, RETIRE IN LIEU OF PCS, UNLESS DELETED/DEFERRED FOR MEDICAL, OPERATIONAL, OR COMPASSIONATE REASONS.

C. SOLDIERS WHO DO NOT TAKE ACTION TO DECLINE CONSIDERATION AND ARE SELECTED / ACTIVATED FOR ATTENDANCE TO THE USASMC AUTOMATICALLY INCUR A 24 MONTH SERVICE OBLIGATION (IAW REFS B AND E ABOVE) FROM DATE OF GRADUATION.

D. TRAINING SEAT RESERVATION (CONFIRMED) IS REQUIRED IN ATRRS BEFORE EXECUTION OF PCS ORDERS.

E. TRAVEL AND PER DIEM COSTS, AS APPLICABLE FOR ACTIVE COMPONENT PERSONNEL IS CHARGEABLE TO THE MILITARY TRAINING SPECIFIC ALLOTMENT (MTSA) ACCOUNT.

F. ALTERNATE USASMC SELECTS WILL BE ACTIVATED TO ATTEND USASMC BASED ON THE NEEDS OF THE ARMY BY MOS. ACTIVATIONS WILL TAKE PLACE UNTIL JUN 06. IF ACTIVATED, SOLDIER MUST ATTEND OR RETIRE IN LIEU OF PCS IF ELIGIBLE FOR RETIREMENT IAW REF G ABOVE. ALTERNATE SELECTS WILL NOT BE DEFERRED FOR MEDICAL, OPERATIONAL, OR COMPASSIONATE REASONS. SOLDIER WILL BE REMOVED FROM USASMC ALTERNATE SELECT LIST AND, PROVIDED SOLDIER IS IN THE ZONE OF CONSIDERATION, HE/SHE WOULD BE REVALIDATED BY THE NEXT CSM/SGM/SMC SELECT BOARD.

G. SOLDIERS WHO BECOME ELIGIBLE TO RETIRE UNDER SECTION 3914 OR 3917, TITLE 10, UNITED STATES CODE (USC) MUST AGREE TO MEET SERVICE REMAINING REQUIREMENTS TO ATTEND THE SELECTED COURSE. SOLDIERS ARE REQUIRED TO SIGN A REQUIRED SERVICE STATEMENT BEFORE MOVEMENT TO THE SCHOOL ACKNOWLEDGING THAT THEY HAVE BEEN INFORMED THAT VOLUNTARY RETIREMENT WILL NOT BE APPROVED UNTIL REQUIRED SERVICE IS COMPLETED EITHER AFTER GRADUATION OR TERMINATION OF CLASS ATTENDANCE (IAW REF E ABOVE). SOLDIER IS REQUIRED TO MAKE CONTACT WITH SGM BRANCH (MS POMEROY) DSN: 221-8424 TO OBTAIN A COPY OF REQUIRED SERVICE STATEMENT.

H. A 24 MONTH SERVICE OBLIGATION IS REQUIRED FROM DATE OF GRADUATION. SOLDIERS WITH AN ETS DATE 1 JUN 09 OR EARLIER MUST REENLIST OR EXTEND PRIOR TO PCS TO FT BLISS. THIS INCLUDES SOLDIERS WHO HAVE INDEFINITE CONTRACTS WITH ETS EARLIER THAN 1 JUN 09.

I. SOLDIER IS REQUIRED TO HAVE A VALID SECRET SECURITY CLEARANCE PRIOR TO REPORT DATE TO SMC (7 AUG 06). CLEARANCE MUST REMAIN VALID THROUGH GRADUATION DATE 24 MAY 07 (IAW REF K ABOVE).

J. SOLDIERS WHO ARE 40 YEARS OF AGE AND OLDER MUST COMPLETE ALL MEDICAL/PHYSICAL SCREENING REQUIREMENTS PRIOR TO PCS TO FT BLISS (IAW REFS H AND I ABOVE).

K. SOLDIERS WITH EFMP FAMILY MEMBERS MUST HAVE CURRENT/UPDATED EFMP DATA/CODES PRIOR TO ISSUANCE OF ASSIGNMENT INSTRUCTIONS TO FT BLISS.

L. SOLDIERS ARE REQUIRED TO MAIL A CURRENT COPY OF THEIR ERB TO COMDT, USASMA (ATSS-B), FT BLISS TX 79918.
M. 1SG MUST BE LATERALLY APPOINTED TO MSG PRIOR TO PCS TO FT BLISS.

4. SOLDIERS ASSIGNED OVERSEAS — DEROS ADJUSTMENTS WILL BE TOP LOADED BY HRC TO REFLECT A NEW DEROS OF 20060701. SOLDIERS WITH DEROS AFTER 200607 WILL BE CURTAILED TO MEET SMC CL 57 REPORT DATE OF 7 AUG 06. SOLDIERS CURTAILED WILL BE GIVEN CREDIT FOR NORMAL TOUR COMPLETION.

5. MSG(P), SGM AND CSM WHO ARE ASSIGNED TO STOP LOSS/STOP MOVEMENT UNITS THAT ARE ACTIVATED TO ATTEND SMC CLASS 57 WILL BE EXPECTED TO ATTEND SMC CL 57 UNLESS THE COMMAND SUBMITS PAPERWORK TO REQUEST SMC DEFERMENT ACTION TO HRC – SGM BRANCH MS POMEROY. HRC – SGM BRANCH WILL MAKE FINAL DETERMINATION OF ACTION TO BE TAKEN.

6. SMC ALTERNATE SELECTS ASSIGNED TO STOP LOSS/STOP MOVEMENT UNITS THAT ARE ACTIVATED TO ATTEND SMC CLASS 57 WILL BE EXPECTED TO ATTEND SMC CLASS 57. IF COMMANDS RELEASE ALTERNATE SELECTS TO ATTEND SMC CLASS 57 DUE TO MISSION REQUIREMENTS (DEPLOYMENT) THE COMMAND CAN SUBMIT A REQUEST TO HRC – SGM BRANCH FOR SMC ALTERNATE DELETION/REMOVAL ACTION BASED ON DEPLOYMENT ONLY. DEPLOYMENT DATES, DATE DEPLOYING/DEPLOYED AND EXPECTED RETURN DEPLOYMENT DATE MUST BE PROVIDED ON PAPERWORK. UPON RECEIPT OF PAPERWORK HRC – SGM BRANCH WILL MAKE FINAL DETERMINATION OF ACTION TO BE TAKEN. PROVIDED SOLDIER IS IN THE ZONE OF CONSIDERATION HE/SHE WOULD HAVE TO BE REVALIDATED BY THE NEXT CSM/SGM/SMC SELECT BOARD.

A. REQUIRED SERVICE STATEMENT SIGNED AND DATED.

B. ENLISTMENT CONTRACT — PAGES DD FM 4/1 AND 4/2.

C. SECURITY CLEARANCE MEMORANDUM SIGNED AND DATED BY SECURITY MANAGER.

D. A CURRENT COPY OF ERB.

9. SOLDIER IS DIRECTED TO FAX A CLEAR / READABLE COPY OF THE AGE 40 AND OLDER PHYSICAL / SCREENING DOCUMENTS ALONG WITH HIS/HER EMAIL ADDRESS AND PHONE NUMBER TO FT BLISS HEALTH PROMOTIONS OFFICE (MAJOR WEAVER) PRIOR TO PCS TO FT BLISS. FAX: DSN: 978-8013 OR COM FAX: 915-568-8013.

10. FAILURE TO COMPLY WITH ABOVE PREREQUISITES / REQUIREMENTS PERTAINING TO ALL SMC SELECTS WILL RESULT IN SOLDIER BEING DENIED ENTRY INTO USASMC OR SOLDIER BEING REPORTED AS A NO-SHOW FOR ATTENDANCE TO CLASS 57 WHICH WILL RESULT IN SOLDIER BEING PROCESSED FOR SMC REMOVAL ACTION AND PROMOTION REVOCATION, IF REQUIRED.
