3. THIS MESSAGE PROVIDES SPECIFIC GUIDANCE ANNOUNCING THE FOLLOWING PROCEDURAL CHANGES FOR PREPARING NCO-ERs. ACCOMPLISHMENTS AT NCOES COURSES (POSITIVE OR NEGATIVE), OTHER SCHOOLING (DURING NON RATED PERIODS), OR PERFORMANCE OCCURING DURING NON-RATED PERIODS WILL NOT BE ANNOTATED ON THE NCO-ER.

A. ACCOMPLISHMENTS DURING NCOES AND OTHER SCHOOLS GENERATING DA FORM 1059s (ACADEMIC EVALUATION REPORTS) ARE RECORDED ON THE ACADEMIC EVALUATION REPORT (AER). NCOES ATTENDANCE FALLS WITHIN NON RATED PERIODS IDENTIFIED ON THE NCO-ER WITH APPLICABLE NON RATED CODES. AERs ARE ANNOTATED REFLECTING POSITIVE AND/OR NEGATIVE ACCOMPLISHMENTS, POSTED ON THE SOLDIER’S OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND WILL NOT BE DUPLICATED ON THE NCO-ER.

B. NCOES FAILURES AND/OR OTHER DEROGATORY INFORMATION ARE RECORDED ON THE ACADEMIC EVALUATION REPORT AND WILL NOT BE ANNOTATED ON THE NCOER BASED ON EVENTS OCCURRING DURING NON RATED PERIOD.
